Now we cannot get any respite for our son

Last year my wife who is our full time carer for my son who suffers from autism and epilepsy was told by social services to switch to PIP payments instead of the payments she originally received.

Now we cannot get any respite for our son or qualified babysitters who are qualified to administer rescue meds should he need them in the event of an epileptic seizure so her payments are taken back from us because Cheshire east council have no support facilities for our child where we can use the pip payments. Is this fair?
